            The No Child Left Behind Act 2001 is one of the major steps taken by the Bush administration and other sponsors to make the U.S. Educational system more coherent and responsible. This is the first step taken by any U.S. government considering the needs of the 21st Century. It has been five years since the act has become a law and has been implemented in the U.S public school systems since then. This paper will discuss the achievements and failures of the NCLB in the State of Florida.

A Brief History of NCLB:

            The roots of the NCLB act can be traced back to the Elementary and Secondary Education Act 1965. This act was the outcome of the Civil Rights Act 1964. The NCLB can be considered as a 21st Century loop of these earlier foundations. President Bush signed the act into law in 8th January, 2002.  The key components of the act are “Accountability, Choice and Flexibility”. By the implementation of this act the Bush administration intended to increase accountability and challenging the maintenance of standard throughout the public schools of elementary, and secondary level. The administration also wants to give the parents and students a better option and opportunity. If they have been attending a school that have been failing to meet the requirements of the Federal Governments for a couple of years, the students and parents are offered to be transferred to a better school. The act also emphasizes on greater authority and freedom of LEAs and State authorities. Another emphasis of the government was to enable the students to read in the 3rd Grade.

Implementation of NCLB in Florida:

            Since its implementation in 2002 the NCLB has made some significant tangible impacts on the public school system in Florida. The over all performance of the public schools after implementation of NCLB act is noticeable. According to the latest data of Florida report card the black-white and Hispanic-white achievement gap has decreased to 6%, the reading proficiency in 4th Grade has increased by 16% and the mathematics proficiency in the 5th Grade has increased by 9%. (NLCB Making a Difference in Florida) Nearly 400 students have been given the opportunity to join a better school in the school year of 2005. The notorious Molie Ray Elementary school has shown many significant improvements in many ways and has got an “A” in the state’s annual report. These statistics clearly depict that the efforts done in the name of the NCLB act has not been futile and there has been some positive consequences of it.

            Despite all these gains the overall progress of the State is slow. Though the State has done a good job in decreasing the gap between different classes, it has failed to do the job in the middle schools. There are still huge gaps between the black and white and Hispanic and white students. The main reason of the existence of gaps is because teachers teach most of the low income and minority students with insufficient academic expertise in their field.

            On the other hand many have criticized the way through which the NCLB determines the quality and standard of the schools. Many critics have favored the local school grading system of Florida and regarded it more efficient and effective than the NCLB system. The A to F grading scale system is more sophisticated and renders more accurate results than the NCLB system. According to NCLB only divides school in two categories, those making progress in AYP and those that are not. This way of distinction between school providing quality of education and those which are not is quite crude.

Conclusion:

            The statistics and reports has shown clearly that the public schools in Florida after NCLB implementation have made moderate progress. There is still to do much more in this area to achieve 100% improvement.
