Multinational Cooperation in Combating Terrorism - Terrorism Essay Example
Multinational Cooperation in Combating Terrorism
The scourge of terrorism has been in existence from quite a few years - Multinational Cooperation in Combating Terrorism introduction. The nations of the world have risen to the occasion and there is unheard of cooperation amongst the member countries to the UN, in this context. Specifically, the US, EU, Russia and some Muslim countries have initiated measures to cooperate with each other in order to deal with terrorism. The participation of the Islamic countries augurs well for such initiatives, because the objective of the terrorists had been to alienate the Muslims from the rest of the communities of the world, and engender a holy war between them. A war is to ensue, between the civil and uncivil forces, and between those who believe in improvement and those who subscribe to an ideology of hatred (Arlacchi, 2001). This depicts the power of cooperation, in combating terrorism.

In order, to combat terrorism, every government should implement suitable policies and responses to this predicament. In addition, a strong and reliable intelligence system that has the capacity to properly address acts of terrorism should be enforced. Moreover, adequately trained personnel should be deployed, so as to respond to a terrorist attack. Such measures, albeit, entailing considerable expenditure, are difficult to implement on a long term basis. However, their necessity, in preventing the proliferation of terrorism, cannot be gainsaid (The Center for Research on Population and Security, 1986).
Considerable transformation has transpired in working methodologies and lifestyles, due to the ever escalating terrorist acts. In addition, significant increase has occurred in the expenditure incurred on security. It has become very clear that the amount being expended on such security is inadequate. This is borne out by the terrorist attacks being conducted against American interests and personnel in Europe, the Middle East and Latin America. This situation brings to the fore, the indispensability of cooperation with the governments these nations. As such, these countries have to provide the necessary security to the US personnel and facilities (The Center for Research on Population and Security, 1986).
To this end, these governments’ capacity to observe and prevent terrorist activities; and take part in joint endeavors to garner and share intelligence is of great significance. Furthermore, programs that focus on issues like bettering aviation security and the dissemination of the benefits ensuing from research on terrorism are crucial. In addition, there should be cooperation between nations, in bringing to bear economic and political pressure on nations that sponsor terrorism. The terrorist derives his stimulus from a wide array of apparent and real injustices, which relate to almost every walk of life. These injustices produce resentment that is exploited by recruiters, and it also provides justification for the iniquity committed by terrorists (The Center for Research on Population and Security, 1986).
International cooperation is inevitable. In 2004, a panel was appointed by the UN Secretary General, to recommend measures for improving international security, in the wake of increasing terrorism. This report categorically, stated that no country could countenance terrorist threats on its own. The cooperation of the comity of nations was deemed to be indispensable, in order to improve security. Therefore, it was declared that improved measures that did not violate human rights, were the need of the hour, in order to provide an all inclusive system of counterterrorism. Such initiatives will implement an international system of cooperation that will deprive terrorists of succor, and guarantee that they will be punished for their ghastly crimes (United Nations Office on Drugs and Crime, 2005). In addition to implementing stringent policies to combat terrorism and making infiltration difficult, cooperation between the nations of the world is to be ensured.
