Synopsis “Status of the Muslim community today, i. e in the post Independent India” is the main concern of this book. For the last many decades, it has been the burning issue in India as to whether the Muslim Community has gone down much below the poverty line ? and whether on Social, political, educational and economic fronts, they are lagging behind form the rest of the communities living in India. The Govt. f India too, being concerned with this issue formulated various Commissions after and high level Committee to report on the status of the Muslims in India. Few of these commissions are Gopal Singh Commission, Rajendra Singh Sachchar Commission ( High leval Committee) and Rang Nath Mishra Commission etc. All these Commissions and Committee were headed by the Non- Muslims but reported the Government about the fast decreasing socio- economic conditions of Muslims in India and all these Commissions and Committee suggested various measures for the upliftment of the Muslim in India.

All these Commissions reported the Government that the Muslim in India are living much below the poverty line and on all fronts and in all spheres of life they have gone down to an alarming condition, and all these Commissions, unanimously suggested the Government to take immediate steps for the betterment of this minority community but no positive steps have ever being taken by the Govt. or the upliftments of the Muslim Community in India resulting which ruled the Country for about One thousand years are fast deteriorating day by day and have reached to the status of a second class citizen.. The Muslim in India have become quite hope less from both the Central and the State Govts sides, as the respective political parties have always gone shedding tears on the plight of the Muslims on the eve of elections for the purpose of getting their votes but in fact non of them did nothing positive rather did not allow to live the Muslim in peace on its own.

Britishers did never defeat the Muslim Ruler by direct or open fight but it was their devil designs that over powered the Indian forces leading to their rule for 90 years. 5. War of Independence and the Muslims Muslims during the English Rule were subjected to all possible cruelty and barbarism by the Britisher on regular basis. They had always an un-declared apprehension and threat at the hand of Muslims of any mutiny or war against them, as they had snatched the power and position from the Muslims under acute fraud and treachery. The Muslims who had been in power for the last 1100 years had become salve with the invasion of English men and were being tortured every day and night. The pain of lose of power coupled with the barbarism by the English men were the instrumental factors which led to revolt against the British forces and the war of independence began.

And in fact the Muslim leaders and the Muslim forces did never surrender and compromise with the English government and to the best of their capacity went on trying to dislodge the Britishers It was very much natural for the Muslims Community to strive for the restoration of their power and position as the they had lost it at the hand of the English forces. Therefore every section of the Muslim Community concentrated for the freedom of the nation. The Freedom Movement in India in fact started from 1782 onwards when Haidar Ali Khan, the Sultan of Mysore, started fighting against the British. Tippu Sultan smelt danger in the policy of the British in India. The British were not like Muslim rulers, who utilized the Indian wealth to the benefit of Indians. The British exploited Indian wealth and shifted it to their country, England. Tippu Sultan fought vigorously and bravely, despite cheating from some of his ministers, including the Prime Minister, Purnayya, who was British associate with British rule in Mysore.

The Freedom Movement in India was carried on by Tippu Sultan, the greatest enemy of the British. At the time of Sultan’s martyrdom British authorities screamed: “We won India”. The Freedom Movement was strengthened in 1857 beginning with mutiny in the military. The last Mughal Emperor Bahadur Shah Zafar who had been reduced to kingship of Delhi led the war of Independence further. His two sons were hanged to death by Biritsh army in his presence. He was also given life imprisonment for his participation in the Ghadar and was sent to Rangoon Jail, where he died in the year 1862.

There after the freedom fighter on the lime light were Khan Abdul Ghaffar Khan also known as Frontier Gandhi, who along with the Gandhi Jee led the non-violent movement against the British Raj and strongly opposed the partition of India. Although the partition took place and the native area he belonged came in share of the Pakistan, yet the Government of India bestowed him with 1st highest India National Award of “Desh Ratan “ in the year………………. Maulana Abul Kalam Azad was a prominent Nationalist leader of the Indian independence movement and a strong advocate of Hindu-Muslim unity.

He always opposed the idea of partition. After independence Maulana Azad became the 1st Union Education Minister and his contribution in this filed is worth remembering. Regarding the personality of Maulana Abul Kalam Azad, former President of India, Dr. S. Radhakrishnan, has remarked: “We are too near the tragedy even to make a proper assessment of the great services rendered by Maulana Azad to our freedom movement and to our progress thereafter. He was a great scholar; a self-sacrificing patriot and a statesman.

One great thing for which our people have to remember Maulana Azad is his work for India’s unity. ” (Maulana Abul Kalam Azad; by Arsh Malsiani, Government of India publication, 1988). This comment is true of almost all Muslims. Mohammad Ali Jauhar, Shaukat Ali, Hakim Ajmal Khan and Rafi Ahmed Kidwai are Muslims who spared their life for ousting the Biritisher from India and left no stone un-turned to achieve independence. Muhammad Ashfaq Ullah Khan of Shahjehanpur conspired to loot the British treasury at Kakori (Lucknow).

Khan Abdul Gaffar Khan (popularly known as Frontier Gandhi), was a great nationalist who spent 45 of his 95 years of life in jail; Barakatullah of Bhopal was one of the founders of the Ghadar party which created a network of anti-British organizations; Syed Rahmat Shah of the Ghadar party worked as an underground revolutionary in France and was hanged for his part in the unsuccessful Ghadar (mutiny) uprising in 1915; Ali Ahmad Siddiqui of Faizabad (UP) planned the Indian Mutiny in Malaya and Burma along with Syed Mujtaba Hussain of Jaunpur and was hanged in 1917; Vakkom Abdul Khadir of Kerala participated in the “Quit India” struggle in 1942 and was hanged; Umar Subhani, an industrialist and millionaire of Bombay provided Gandhi with congress expenses and ultimately died for the cause of independence. Among Muslim women, Hazrat Mahal, Asghari Begum, Bi Amma contributed in the struggle of freedom from the British.

The first ever Indian rebellion against the British saw itself in the Vellore Mutiny of 10 July 1806 which left around 200 British Officers and troops dead or injured. But it was subdued by the British and the mutineers and the family of Tippu Sultan who were incarcerated in the Vellore Fort at that time had to pay a heavy price. It predates the First war of Independence, which is British imperialists called the Sepoy Mutiny of 1857. And as a result of the Sepoy Mutiny, mostly the upper class Muslims were targeted by the Britishers, as under their leadership the war was mostly fought in and around Delhi. Thousands of kith and kins were shot or hanged near the gate of Red Fort, Delhi, which is now known as ‘Khooni Darwaza'(the bloody gate).

The renowned Urdu poet Mirza Ghalib(1797–1869) has given a vivid description of such massacre in his letters now published by the Oxford University Press ‘Ghalib his life and letters’compiled and translated by Ralph Russel and Khurshidul Islam(1994). Between 1889 and 1894 there were about 90 Hindu-Muslim riots. Out of them, there were 44 such riots in Bengal alone, 9 riots in North-Western Provinces and Oudh, 17 in Madras and one in Punjab. The British government encouraged these riots wherever there was great political activity so that the Hindus and the Muslims may start quarrelling and fighting the nationalist movement may get setback. ” (Advanced History of India, P. 312, S. Chand & Co, 1990) It was the British who created schism in the minds of Hindu and Muslim ommunities who were living harmoniously till the British dominance in India. To implement the policy of ‘divide and rule’ the British poisoned the minds of Hindus and Muslims. Two religious communities which formed 97 per cent of India’s population were divided and the Indian strength was reduced, which in turn, strengthened British hold in India. Partition of India Until the 1930s, Muhammad Ali Jinnah was a member of the Indian National Congress and being a pure nationalist was a part of the freedom struggle. Although it was generally under stood that Jinnah was responsible for the Partition of India. But with the speech of the Hard Core Hindu Leader Mr.

Lal Kirishn Advani at the Mazaar of Mr Jinnah in Pakistan and with the publication of a book in year the 2009 entitled as “ Jinnaj or Nehru, who was responsible for the Partition of India” written by another hard core BJP leader Mr. Jashwant Singh, and also with the historic speech at Indore by Mr. K. S. Sudarshn, the former RSS National Chief who said that “ Jinnah was ‘‘a true (Indian) nationalist and secular in his outlook until he was painted and pushed in a corner by Congress leaders like Jawaharlal Nehru” And thus with these certificates from the top hard core Hindu leaders, it is self proved that it was Pandit Nehru who was sole responsible for the division of India.

Sudarshan praised Jinnah’s secular outlook by recalling that ‘‘when Mahatma Gandhi supported the Khilafat movement in 1919, Jinnah opposed it. He had argued that Indian Muslims had no connection with the Khalifa of Turkey. But nobody heeded Jinnah. After this, Jinnah left for England and returned only in 1927. ’’ He also said that Gandhi had repeatedly offended and insulted Jinnah. ‘‘One day, when Jinnah went to meet the Mahatma, he was made to wait for an hour. Jinnah was a man of self-respect. ” Form all these Books and comments it is clear certificate that the allegation of Partition of India on Muslim Community and or on the Mohammad Ali Jinnah, is wrong and the same is self falsified.

But Pandit Nehru who was instrumental in the division of the nation carried on the policy of divide and rule in India and also gave strength to this idea by patronizing communal riots and by false propagation. And there fore till this date the Muslims in general is seen as guilty of partition without any rhym and reason and on this ground they are subjected to hatred and communalism. Muslims in post independent India The fear psychosis that the Britishers had with the Muslims of any possible attempt to regain power, Pandit Jawahar Lal Nehru who more influenced by the Englishmen got the opportunity to lead the Indian Government after independence developed the same apprehension and consequently went on subjecting the Muslim Community to every possible cruelty and barbarism, however not directly but in a polished way being behind the scene..

The thousands of Communal Riots during the Prime Minister ship of the Pandit Jawahar Lal Nahru, Smt Indira Gandhi and the Rajeev Gandhi, in an un- checked and un- controlled manner used to take place time and again in the Muslim concentrated and dominated areas since independence is the burning proof of the anti- Muslim Government policy. These government sponsored riots in fact on the one hand crippled the Muslim’s economy resulting into lose of their self courage and confidence and on the other hand became instrumental in developing the sense of communalism against the Muslims. The serial of communal riots went on taking place in India till the Congress Party continued in Power with majority and with its departure in the early nineties from the Center and also gradually from the states, the communal riots started dis – appearing..

Today there is nothing like a communal riots in the states ruled by the non- congress parties. The handicapped Congress to day in the center and also at the state level is the out come of the anti- Muslim dubious policies of the Congress Party. Although today, the Congress is in Power in Center but it is a handicapped one not in position to do any things on its own as it is dependent on other regional parties not biost towards Muslim in principle. Decreasing Representation of Muslims in Public Bodies. The representation of Muslims in the Parliament has also suffered a heavy set back. As against the figure of 98 in the 1st Lok Sabha the number of Muslim MPs is gradually going down to 28 in the present day 15th Lok Sabha.

There should have been at least 72 Muslim MPs in view of the govt report about Muslim population in the country. There are 90 districts in India with acute Muslims concentration where a Muslim can win the Parliamentary election on their own votes. Usually two MP seats happens to be in one district and thus as per the simple calculation Muslim in India are in a position to win 180 parliamentary seats. But the Govt. Policy and its Anti-Muslim reservation scheme is 51 % responsible for the minimum representation of the Muslims in the Lok Sabha. The 25 % responsibility is on the Communal Forces who do not leave any stone un turned to defeat the Muslim and their interest.

And then the Kath- Mullas and kath- Maulvies of the Muslim Community are again 24 % responsible for the all around down fall of the Muslims community in India, These Mullas in order to give glow to their religious enterprises declare the world and it affairs to be mortal and temporary causing the complete lose of interest of the Muslims in the worldly affairs political process. The Muslim representation in the State Assembly has also gone down to a pitiable condition. Even their representation in the Local Self ( Panchayati Raj) is almost at an alarming condition. All this is due to pre- planned schemes of the government. The Muslims due to religious discrimination, have not been included in the category of SC and ST and there by are stooped from contesting Lok Sabha election form 109 seats. Accordingly they also been excluded to contest Assembly Elections on nearly 30 % seats and again the 33% seats have been reserved for the SC & ST and on these seats to the Muslims are asked not to contest.

Even the single post of Mukhiya, Zila Parishad Chairman, Block Permukhs and the Nagar Nigam Chairman have been reserved all with a single aim to minimize the Muslim representation and to oust them from power. It is to be seen here that the during Congress rein Dr Zakir Hussain and Fakhruddin Ali Ahmad were made President of India but it is mysterious that they both met with un – natural death in the Rastrapati Bhawan it self in a doubt full condition.

Thank to God that APJ Abdul Kalam survived as he did not care for the his community during his presidentship. Be it to be noted that the Post of President is a Rubber Stamp in Indian system of government having no power or authority to do any thing. However Mohammad Hidayatullah, A. M. Ahmadi and Mirza Hameedullah Beg on the basis of the seniority in their services held the office of the Chief Justice of India. The current Vice President of India, Mohammad Hamid Ansari under the same strategy of the Congress Party is holding the office. The current Chief Election Commissioner of India, S. Y. Quraishi is also a Muslims. Muslim Diplomats and Bureaucrats A few Indian bureaucrats and diplomats who are always referred by the Govt. nd the communal elements as a proof of Muslim empowerment include Abid Hussain and Asaf Ali. Mr. Zafar Saifullah was Cabinet Secretary of the Government of India from 1993 to 1994, Salman Haidar was Indian Foreign Secretary from 1995 to 1997 and Deputy Permanent Representative of India to the United Nations. Syed Hamid is an important name amongst the Muslim bueurocrates who held the office of the Vice Chancellor of Aligarh Muslim University and also worked as a Member of the Rajindra Singh Sachar High Leval Committee popularlu known as Sachar Commission. As against the figures in the exhibition boxes, the different Survey Reports of the various Commissions and Committee formulated by the Central Govt. itself and also the Census Report of the Govt. of India reveals the actual status of the Muslim in India. These reports conclude that the Muslim in general have gone down to the stage of slaves and land loppers and are bound to live in the ever worst phase of a human life and are on the lowest footings than that of any other community in India. This community is totally debarred from national resources and deserted form the power and politics. The socio-economic conditions of the Muslim community of India present a dismal picture. The Muslims are deprived of due representation in public employment even at the lowest level.

The various commission appointed for reporting the status of the Muslim in India have reported that the Muslim in India are in the worst phase of human life. The Sachchar Committee in its report says that the 52 % of the Muslim in the urban area live below the poverty line and have no shelter to live in except a cottage of Rs 500/- total investment situated by the side of the road, channel or river or in the slum areas. They are such an unfortunate citizen of India that they have no means of Roti, Kapra or Makan and nor they get any facility from the Govt. side. They have neither been given any Ration Card and nor they have the facility to teach their children. And they even worst than the bondage labour. Today 90 % Indian Muslims are hankering for Roti, Kapra and Makan.

Above it the entire Muslim Community is facing day to day disgrace and are mal-treated and subjected to high degree of atrocities both at the hands of Private and Government bodies. Educational Status of the Muslims In the field of education too, the report says that out of One Lakh Muslim students taking admissions in Primary and the Middle Schools, only 19 ( Ninteen ) becomes graduate and the remaining 99, 981 students leave their study in between. The Muslim students leave the idea getting education due to denial of their admission in technical collages and institutes on the ground no room for the general students. Then the due poverty is next main factor of illiteracy amongst the Muslims. Even who get education by hook or by crook do not get employment on the ground of their being Muslim.

Their hopelessness and frustration becomes redoubled when neither the Court nor the Govt. hear them and do justice with them. hopelessness of getting any govt. or private job. In the field of Jobs and services the situation of the Muslim is even alarming. In the popular sectors of government where people in bulk are appointed like India Raiways, India Army, Indian Banking ets the representation of Muslim is almost one out of 500 to 1000 employees. Muslim Officers and the Muslim Public The single criteria for the Muslims to be given any top position is only one that he must be an anti- Muslims fellow competent to crush Muslims and their interest.

And there fore all the Muslim Officer or Muslim men in position strictly happens to be wrong-number for the Muslim public. Mostly Hindu Officer do not do work of the Muslim individual or of the public on communal ground, besides put them into further atrocities and agonies to the extent to leave any right full demand or work. How ever a non communal Hindu Officer mostly on bribe and gratification, some time do certain minor works to the Muslims Public. But each and every Muslim Officer in order to prove his secular image and loyalty to the govt, strictly do not do even a single genuine work to the Muslims mass. And like any Kath – Mullas start preaching to care and wait for the justice after death.

The Muslim Officers in administration, in Police and even also in judiciary at all levels, refuse to do justice to Muslims in order to save their service and prove his integrity before the communal forces and to their boss and employer. And as it well known today that a Muslim Officer can not survive or get promotion unless he proves himself to be discriminating to the Muslims. In this way the situation for the Muslims in India is very pitiable. They have to face double- triple jeopardy . One at the hand of Govt. Policies then at the hand of Communal Forces and again at the hand by the Muslim men in power. What to do is a big question for the Muslims today ? Muslims and Govt. welfare Schemes The Muslim are subjected to communal discrimination more at the hand of the Governments than of the Communal forces. Take for example today’s Bihar.

The Chief Minister of Biahr Mr Nitish Kumar who is definitely a man of good governance and Bihar has progressed a lot under him. But so far the Muslims are concerned they are facing the same communal discrimination and are hankering for the Roti Kapra and Makan. Muslims as 2nd Class Citizen Today the Muslims in general are in fact slave and the elite Muslims too, are bound to consider them selves as a slave or the 2nd class citizen. They can not even enjoy the fundamental right to speech and expression. Muslims do fear to open their mouth to ask their grievances or to form a group or an organization. Once they do it, they are black listed and today or tomorrow they are implicated in false criminal cases of serious nature and are sent behind the bar.

The Police Forces in India has become habituated to arrest innocent Muslim youths in the name of terrorism with out any rhyme and reason and lastly involve them into false cases of terrorism and anti- national activities. Even the Politicians in the power do not hesitate to get them killed in false encounters. Recently dozens of Muslim youth have been arrested from Bihar by the Police of other states on the basis of doubt of their involvement in terroristic activities. The main idea of the Central Govt. behind these arrest is also to give massage to the Muslims to live like 2nd class citizen equivalent to a slave. Constitutional Order 1950 ( SC ) A black Order for the Muslims Community.

The Constitutional Order 1950 related to Schedule Caste is in fact a BLACK ORDER ( Kala Qanun) for the Muslims. This Order is a proof of a high degree of Communal discrimination against the Muslims in India. It is an stigma on the face of Indian Secular Democracy. It is the effect of this Order whereby the representation of Muslims in the Government sectors jobs and services, in elected bodies are being denied to the Muslims. It is this order which has snatched away the right to Roti, Kapra and Makan form the Muslims and even this Order has resulted in the total deprivation of the right to enjoy the share in the national resources. Any relief or benefits from any of the govt.

Welfare Scheme is denied to the Muslim on purely religious i. e communal grounds. It is this sophisticated weapon through which the Musslims are denied their right to national amenities and resources. This Kala qanun is as follows;- THE CONSTITUTION (SCHEDULED CASTES) ORDER, 1950 (C. O. 19) In exercise of the powers conferred by clause (1) of article 341 of the Constitution of India, the President, after consultation with theGovernors and Rajpramukhs of the States concerned, is pleased to make the following Order, namely:- This Order may be called the Constitution (Scheduled Caste) Order,1950.

Subject to the provisions of this Order, the castes, races or tribes or parts of, or groups within, castes or tribes specified in 2[Parts to 3[XXII] 7{XXIII}8XXIV of the Schedule to this Order shall, in relation to the States to which those Parts respectively relate, be deemed to be ……………. 3. Notwithstanding anything contained in paragraph 2, no Person who professes a religion different from the Hindu religion shall be deemed to be a member of a Scheduled Caste. 4. Any reference in this Order to a State or to a district or other territorial division thereof shall be construed as a reference to the State, district or other territorial division as constituted on the 1st day of May, 1976. ]………………… Effects of this Kala Qanun in brief. :-

The Constitution of India nowhere says that the selection of depressed caste and creed for the purpose of inclusion in the list of privileged person ( Popularly known as Scheduled Caste) shall be on communal line and that too, excluding the Muslims. While bare reading of this Order clearly says that it is only the people of Hindu Religion who will be included in the list of Schedule Caste and the person professing religion other than Hinduism shall not be included. It is worthy to note here that the afore said Constitutional Order 1950 SC, was time and again amended and the people of the Sikh and Budhist religion were included in it. The out come of the time to time amendment in the Order by now has included nearly 33 % of the total Hindu population in the category of SC & ST i. 1/3rd of the total population of this community enjoy the highly esteemed Reservation & Promotion Scheme and again the 50 % population of this Community enjoy the Reservation Scheme in the name of Back Wards and the extremely Back Wards class. In comparison to this community, there in non in the Category of SC and ST form the Muslim Community and very wisely 70 % of the Muslim Population have being declared as Forward and as per Government version no one is Back Ward in the Muslim Community and thus the only 30 % people of the Muslim Community have been included in the list of OBC and for them too, there is no separate arrangement or scheme. During current 2012 UP Assembly Election the Congress Govt. at the center came out with 4 % sub- quota for the Muslims form the OBC Category, which being an eye wash was rejected by the Muslim in its entirety.

Be it noted that 42 % people of the Christian population in India are enjoying the facility of reservation under ST alone. All the prominent Chiristain leader including PA Sangma……………….. are form the reserved seats for the ST. Almost the entire population i. e 97%, of the people of the Buddhisht Community have been declared as SC & ST. The people of the small ideological group like Jain and Parsi too have been separatelyincluded in the Category of SC and ST. It is only the Muslims who is denied this privilege on communal line. Through weapon of Kala Qanun, the Government has indirectly declared the Indian Muslims to be the deserted 2nd class citizen.

To Muslims, in the name of SC and ST, government denies all right and opportunities to them. For example in the Parliament there are 545 seats, the 20 % of the same coming to 109 seats has been reserved for the SC and ST and Muslims not being included in this category automatically deprived from contesting the election. On these reserved seats a Hindu, a Sikh, a Cristain, a Parsi, a Budhist can fight the election and may become member of Parliament except the Muhammadans. This is a clear cute communalism and injustice against the Muslims and the denial of equal opportunity to the Muslims is also the high degree of violation of the fundamental rights enshrined in the Constitution of India.

To our utter surprise that this Order was never placed before the parliament consequently did not get its approval but it is in force since 1950 at the cost of the Muslims. It was the communal brain of Pandit Jawhar Lal Nehru, the first Prime Minister of India alone who was instrumental in the formation of this Black Law through via- media process as this Law could not have been passed at the floor of the Parliament. Through this black law Pandit Nahru aimed at to keep the Muslims out of power , position and opportunities and his devil design succeeded in it. The situation for the Muslim has become more pathetic in the Local Bodies Election where 33 % seats have been reserved in the name of SC and ST in other words the Muslims have been stopped from contesting on these seats.

This is obviously nothing else except the denial of opportunity to the Muslims on pure communal line. This is not the end. Almost 70 % of Public Money is spent on Social Welfare Schemes for the depressed section of our Society but with a reservation to the limit of SC and ST meaning thereby that it is made available to the people of all religion except to the followers of Islam. According to the 61st Round Survey of the NSSO, almost nine-tenths of Buddhists in India belonged to scheduled castes of the Constitution while one-third of Christians belonged to scheduled tribes. Major part of scheduled castes were Hindus by religion but belonged to castes and tribes having low population.

The Sachar Committee report of 2006 also confirmed that members of scheduled castes and tribes of India are not exclusively adherents of Hinduism. Literal translation: National Volunteer Organization or National Patriotic Organization also known as Sangh, is a right-wing, nationalist paramilitary volunteer and allegedly militant organization of patriotic Hindus in India. RSS ideology is based on the principle of selfless service to the nation. It was founded in 1925 by K. B. Hedgewar, a revolutionary and doctor from Nagpur, as a social and cultural organization in British India, to oppose both British colonialism and Muslims Power. Since the Independence of India the issue of Bitish Colonialism in India has ended and the destruction of Muslim Community is now the only target of this Organization. Although on paper it is a Hindu Social Organization.

RSS volunteers who are by now nearly 5 lakhs use to initiate different programme and schemes all aimed at to harm and terrorize the Muslim Community and to communalize the innocent Hindus. Any how this organization became the leading nationalist Hindu organization in India by 1990s, It has started nearly lakh of established numerous schools, charities and clubs to propagate its ideology. RSS Parivar Organizations which are inspired by the Rashtriya Swayamsevak Sangh’s ideology refer themselves as the members of the Sangh Parivar. In most of the cases, pracharaks (full-time volunteers of the RSS) were deputed to start and manage these organizations.

The organizations within the Sangh include the Vishwa Hindu Parishad, Vanbandhu Parishad, Rashtriya Sevika Samiti, Akhil Bharatiya Vidyarthi Parishad, Vanavasi Kalyan Ashram, Bharatiya Mazdoor Sangh, Vidya Bharati, Seva Bharati and many others spread in all parts of society. Numerous other Hindu organizations take inspiration from the RSS’s philosophy. RSS has never directly contested elections. It has many offshoots. BJP is its political wing, VHP is its cultural wing, Bajran Dal is the direct action force of RSS. Beisdes it there are series of secret militant organization of this Org. Today the BJP national chief Mr. Nitin Gatgari is the direct appointee of RSS. In BJP no one can move without the prior approval of the RSS. In particular it endorses the Bharatiya Janata Party (BJP) in political matter butthe RSS is open to support any political party that subscribes to its views.

Of late, the volunteers of the RSS have also held prominent political and administrative positions in India including the Prime Minister of India, Mr. Atal Bihari Bajpayee, the Vice President of India Mr. Bairo Singh Shekhawat, the Home Minister Mr. Lal Kirishn Advani and Ministers in the Central Government, Governors and Chief Ministers of various states and the members of elected bodies at the state and the national level and also the Indian ambassador to the US. The RRS and its various wings have one point programme to oppose and dislodge the Muslims and to debar them from all rights and opportunities and if possible to drive them away from India.

This is the declared stand of the RSS and its allies, while the Congress use to have the same target but its line of action is different. Its stand is the same but its modes operendiis is like a snake in the grass for the Muslims. And in this view of the matter, with the course of time it has been established that BJP is the open cobra and the Congress is the snake in the grass having the same pointed targets towards Muslims. It is their strategy that one will cause geivous / dangerous to life injury to the Muslim and the other will pacify it. This is the game since independence. and the other one will but they have their under- standing of harassing the Muslim by one and

Rajindra Singh Schchar ( Rtd Chief Justice, Delhi High Court) being Head of Commission, report is the Mirror which reflects the complete panorama of the overall view of the fast deteriorating and alarming conditions of the Muslim in India. This report has also briefly discussed the mental setup and working approach of various Govt. and Non- govt organizations and bodies towards Muslims. Circumstances speaks louder than the words is a famous muhavra. This report is quite reliable and authentic as it is based on different Govt. data and reports regarding the status of Muslims in India. The Rang Nath Mishra Commission is one of such commissions that was formulated to suggest the ways to the Government as what measures to be adopted and be acted upon for the upgradation of the Muslims in India. And this Commission in turn suggested certain measures.

But the reports of any of these Commissions have not been acted upon and appears to have been put in the archives of the Government and the matter too have been put in the cold storage. Even no whisper is heard from any corner of the Government side. The Rajendra Singh Sachchar Commission Repot is the MIRROR to watch the decreasing conditions of Muslims in India. On economic fronts it reports that 52% urban Muslims are bound to live along with their family members in a jhopri erected by the side of the Roads, Channel or the dranage, with maximum possible investment of Rs 500/-only and their names neither appears in any Voter list, nor they have any Ration card and even no fundamental facilities are available to them.

On educational fronts too, the Commission reports that out of One Lakh Muslim student taking admissions in Primary and Middle Schools only 19 becomes graduate and the rest leave their study in between, due the economic crises and also due to the lose of chance of getting job either in govt. or private sectors. -3. The Commission on social fronts too, reports that the Muslim are under going into miseries. On the one hand they have been made known to be communal and their all activities are visualised with this mind and mental setup while on the other hand they are in fact subjected with communal treatments by the Society and also by all organs of the Government.

National Commission for Religious and Linguistic Minorities popularly known as Justice Rangnath Mishra ( Former Chief Justice of the Supreme Court of India ) Commission constituted in the year 2004 submitted its reports in the year 2007 and on stiff pressure on behalf of the Muslims, the Govt. tabled it in the Parliament in the year 2009. This Commission recommended that 15 % job and other opportunities should be reserved for the Minorities and out of it 10 % should be fixed for the Muslims alone and rest for the other minorities. Besides the Commission also recommended for removing the barrier imposed on the Muslims from inclusion in the Scheduled case categories. The Commission has further recommended that that s sun- quota of 8. 4 % should also be separately reserved for the Back ward Muslims under the Reservation Scheme for the OBC. [pic]
