A bureaucracy is an organizational structure in which the people who work inside are organized into units called departments. Each department is led by a manager, who reports to a supervisor, who reports to a director, who reports to a CEO or board of directors. The departments, in turn, are organized in hierarchical tiers. Each department is responsible for overseeing a specific function related to the organization’s goals. The functions are broken down into job descriptions. These job descriptions are called responsibilities, positions, and duties. The positions of people who carry out the work are listed on the organizational chart. Another way bureaucracies direct and control resources is by creating a structure. Organisms, organisms, especially human ones, are complex collections of parts. The parts must be assigned to specific roles. Bureaucracy does not play a major role in creating or enforcing laws.
