Without Hitler, German fascism could possibly die in early stages. At the very least, we probably don’t see the militarization of Germany occur quite so fast. So, Germany still has some averages left in the government. Italy is still fascist, but Mussolini never would have had the resources to lead Europe into a World War. Without Hitler and Mussolini personal bond the teamwork between Germany and Italy is much less than what had actually taken place. Any European confrontation is probably delayed until the early or mid 40’s… if at all.
In the USA, black people suffer the same problems seen by the Jews of the Third Reich. Hitler’s emphasis on how he wanted space for growth is reduced because the US has a ton of room in the west and the US has not lost territories that the public feels a need to reclaim. However, the economic situation is poor and nothing puts people to work like making war material. The US has two possible targets; Canada and Mexico. While Hitler was at war with the English, he also respected them. Had England not declared war on the invasion of Poland, Hitler would have been fine with no conflict.
Also, the US had fought with the English in WWI, less than 25 years previously. Therefore, territorial goals would be turned south, toward Mexico. War could kick off about as early as actually happened, but it would have lasted a very short time. No nation would care enough about Mexico to intervene. Mexico would fall quickly, but the terrain of Central America would stop any type of lightning war. In the far Eest, Japan pushes for room, but doesn’t have a wiling ally to distract the European nations from Japanese aggression against European possessions.
Therefore, Burma, Indochina, The Phillipinnes and New Guinea are unnecesary, but the Japanese prosecute the war against the Chinese, the Koreans and possibly Russia much more forceful. You probably get a much stronger Japan, An America that enjoys complete control in the Western Hemisphere and a Europe that has formed tight alliances against the American and Japanese threats. Russia is weaker having lost territory in the far east. China and Korea exist as satellite states of the Japanese. England insists on holding onto possessions much more tightly, seeing that her power has not been diminished because of WWII.
Europe has recovered from the depression via selling material to Russia, Japan and the United States. Fascism probably fades quickly, needing poor economic conditions. Italy is still backward. France and Germany have closer economic ties and Germany probably regains territory peacefully. Germany, England, and France all spend money attempting to build up Eastern Europe, which has not fallen under the Iron Curtain. This leads to a closer Europe and the European Union probably arises sooner than in our timeline. The democratic process in America is interesting.
You have Hitler coming to power in 1939, not an election year and much later than the Nazis came into power in Germany. If he came into power in 1939 it had to be through extra-democratic means. I doubt you find a scenario where that occurs… maybe if the Depression still continues, but America is a little too big for the cult of personality that grew around Hitler in Germany. Have Hitler elected to power in 1936 and he probably serves two terms, conquers Mexico, leads American forces in numerous attacks in the Caribbean and is replaced in 1944. I don’t think conditions would exist for Hitler to change the process into a dictatorship.
