Kombs Engineering Contract and Project Management Analysis

Read Summary
Summary

The loss of the contract was due to Kombs Engineering’s failure to provide a proper project management system, which resulted in the Department of Energy (DOE) lacking faith in their ability to manage the project effectively. Kombs had never developed a proper system for managing projects and failed to recognize that the dynamics and tools involved in project management had changed. They hired a consultant to train their employees for only a month before signing the contract, which was not professional. The situation could have been averted if Kombs had developed a mature project management system during the five years they were responsible for the other project, outsourced a project management consultancy, and combined technical expertise with a proper management system. It is realistic for proposal evaluation committees to consider project management expertise as important as technical ability because project management involves managing and leading diverse people to achieve project goals and deliverables, and it is crucial for the planning stage and research stage to establish whether the project is feasible and identify risks and success measures. Therefore, organizations require external resources to affect the quality of outcomes in the contract.
